A Comparative Analysis of the Performance of MGNREGA in Tamil Nadu and Odisha

Abstract

Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) enacted in September 2005 and came in to effect in February 2006 with an aim to provide 100 days of guaranteed wage employment in a financial year to every rural household (HHs) those who volunteer to do unskilled manual work. Besides generating wage employment, the novel ideas involved in MGNREGA is creation of durable assets both at individual level and community level in rural areas to enhance livelihood securities of the rural people. The Act envisages in strengthening the natural resources management and addressing the causes of poverty like drought, deforestation and soil erosion and thereby to achieve sustainable development in rural area. There is a wide variation of the performance of the scheme across the states in India. The performance of MGNREGA is not satisfactory in the states like Bihar, Jharkhand and Odisha but high performance records is observed in the states like Tamil Nadu, Nagaland, Tripura, Sikkim and Mizoram.   


This paper is based on secondary sources of information which attempts to make a comparative analysis of the performance of MGNREGA in Tamil Nadu and Odisha. The performance of MGNREGA is evaluated for the financial year 2014-15 to 2017-18 by considering employment status, financials status and types of asset created. The comparative analysis of the study is divided into three sections. The findings of the study reveals that the performance of MGNREGA in terms of employment generation, financial performance and assets creation is found to be far better in Tamil Nadu as compared to Odisha.
